Rashtriya Raksha University through its School of Integrated Coastal and Maritime Security Studies (SICMSS) in collaboration with the Ministry of Earth Sciences (MoES), the National Centre for Polar and Ocean Research (NCPOR) and the University of the Arctic (UArctic) Network, is jointly organizing two days (between 12 & 13 March 2024)India’s first International Workshop on “India’s Polar Region Policy Towards Building Partnership with Sustainable Approach” aiming to generate awareness and provide a platform to the young scientists, policymakers and researchers working in the field of polar studies to come together and share their exclusive research findings and best practices. This event is going to highlight and exchange views of legal experts, scientists and distinguished experts in the polar region on a global platform. The event witnessed the presence of Ambassador Pankaj Saran, Former Deputy National Security Advisor (Chief Guest), Rear Admiral TVN Prasanna, Joint Secretary, Maritime Security (Indo–Pacific) (Distinguished Guest of Honour) and 150+ personnel from diplomats, ambassadors, scientists, international institutions, educational institutes, universities, students, academicians, researchers from the world.
Prof. (Dr.) Bimal N. Patel emphasized the importance of the polar region and India’s commitment towards environmental protection, scientific research, and international cooperation. India signed a Free Trade Agreement with the European Free Trade Association (EFTA), comprising Norway, Switzerland, Iceland and Liechtenstein. Likely to interact $100 billion in investments over 15 years opening new avenues for the Indian industry and companies attracting global investors. Vice Chancellor further provided insights on the formulation of “The Indian Antarctic Act, 2022” and “The India’s Arctic Policy, 2021”, to clear the vision and mandate of the Indian government towards the polar region. The role and importance of international organizations such as the Antarctic Treaty System (ATS), the Arctic Council and India’s proactive approach to be a strategic player upholding the peace and stability in the polar region. The Vice-Chancellor further highlighted key achievements of the Indian scientists and researchers being supported by the Ministry of Earth Sciences (MoES) and the National Centre for Polar and Ocean Research (NCPOR) in the polar region through various government strategic initiatives, regional, national and international level collaboration, technological advancements and policymaking in the domain of polar region studies.
Rear Admiral TVN Prasanna (Distinguished Guest of Honour) applauded Vice Chancellor, RRU initiative to take the lead in the domain of Polar Region Policy, through his association in the drafting of “The Indian Antarctic Act, 2022”. The drafting of “The Arctic Policy, 2022” showcasing the pillars of prime focus in the Arctic region. Furthermore, he highlighted the key initiatives of the Indian government being a maritime nation. The upcoming Antarctic Treaty Consultative Meeting – 46 to be held at Kochi in May - 2024, is going to be a major development in the field of polar policies.
Amb Pankaj Saran (Chief Guest) appreciated the efforts of the Indian Government and Vice-Chancellor, RRU for envisioning a one-of-its-first-kind National Security University serving all the forces and civilians. He further, talked about India’s historical connection with the polar region, and the association by being a member of the ATS and Arctic Council in the early years. He stated that the poles are not visible physically, as we have progressed, we begin to realize that there is no region far away, as we are associated with every concern and issue across the globe. Highlighting the impact of climate change, economic growth is proportional to the growth of an individual per capita. Furthermore, he discussed the legal basis of governance and the role of India in this region through the capacity development of our forthcoming generations.
Mr. Manish Singh highlighted the initiative undertaken by the School of Integrated Coastal and Maritime Security Studies (SICMSS), Rashtriya Raksha University. The first of its kind initiative to generate awareness and sensitize the global audience about the polar legal framework, enforcement mechanisms and the complexities involved. Conducting research, education and training specifically in the domain of coastal law, maritime law, polar law and security aspects in partnership with national training agencies such as the Ministry of Earth Sciences (MoES), National Centre for Polar and Ocean Research (NCPOR) and the University of The Arctic (UArctic) network. He advanced a note of gratitude to the Chief Guest- Amb Pankaj Saran, Former Deputy National Security Advisor, Rear Admiral TVN Prasanna, Joint Secretary (Maritime Security – Indo Pacific), Ms. OutiSnellman, Secretary General, UArctic Network, University Dean, Mr. Sushil Goswami and to the Vice Chancellor, Prof. (Dr.) Bimal N.
